I would wonder what sort of leader you would want? An effective but unethical one, or an ethical but uneffective one?
And with world leadership, would like a council of like 25 people be better for world government than one man?

As to the second question: It depends. If the one person was a very ethical leader that soughtout good for all but the 25 were all jerky racist murderers that didn't allow any freedom. But the likeliness of that happening is very small, so I'd probably go with the 25.
